Property Highlights

John and Svetlana Baca are the current owners of the Village Market. They plan to rehab the building and property, converting it from an abandoned gas station to the only convenience store located on the low-income side of Holdenville. It will be a sales tax-generating business that employs approximately 6 people. They also plan for it to become the first EV charging station in Hughes County. The OCC used our $2M Assessment Grant to complete the Phase I ESA in July-August 2023. The Phase II QAPP was sent to EPA for edits on September 7, 2023. We are still waiting on an approved QAPP so that we can start Phase II Activities.

OCC records for this facility indicate that the tanks were in use by 1969 and have a history of fuel releases starting in 1995. The tanks have not been in use since 2007, and the property passed to the operators' son around 2014. The facility has been without proper leak detection system and cathodic protection systems since 2009. To conduct a thorough Phase II Environmental Site Assessment of this property, it is imperative that we remove the tanks to sample beneath them.

The OCC is using our $2M Assessment Grant to complete the Assessments on this site. We completed the Phase I in July-August 2023, and submitted the Phase II QAPP to EPA for edits on September 7, 2023. We are currently waiting on the approved QAPP so that we can start Phase II Activities.
