Additional Property Attributes

The property is located at 2600 West Sweetwater Drive in Tucson, Pima County, Arizona and occupies approximately 47 acres in an industrial area. Comprised a decommissioned wastewater treatment facility, the property is bounded by industrial developments to the north; unoccupied land and Interstate 10 to the east; West Sweetwater Drive and the Sweetwater Wetlands to the south; and the Santa Cruz River to the west. Before development as a wastewater treatment facility in the early 1950s, the property was used for agricultural purposes. The City of Tucson was the previous owner before Pima County acquired the property in 1979. The property was used for wastewater treatment activities for over 50 years and permitted to treat 41 million gallons per day average monthly flow until operations ceased in 2014. The property is currently vacant with the maintenance warehouse and south warehouse used by the Pima Animal Care Center for storage. The Arizona Department of Environmental Quality is the Targeted Brownfields Assessment (TBA) Applicant and Pima County is the owner of the property. Pima County plans to redevelop the property into a public recreational park. A Phase I Environmental Site Assessment (ESA) was performed on the property in January 2023 and identified the following four recognized environmental conditions (RECs): 1) A release from a former 1,000-gallon underground storage tank (UST) containing gasoline was reported on the property. Excavation and removal of soil was conducted around the sludge drying beds; however, no soil sampling around the former UST area was confirmed to have occurred. Possible contamination from the former UST is considered a REC; 2) A former bulk oil storage building and existing chemical storage building stored containers of unknown contents. Possible contamination in the areas of the former bulk oil storage building and existing chemical storage building is considered a REC; 3) Based on the year the structures were built (early 1950s), lead-based paint (LBP) was possibly used during initial construction. Possible lead contamination in the soil along roof drip lines from externally applied LBP is considered a REC; and 4) Possible pesticides contamination from historic agricultural uses is considered a REC. In addition, the Phase I ESA identified the two following environmental concerns: 1) Based on the year the structures were built, asbestos-containing material (ACM) and LBP were possibly used in building materials during the initial construction and pose an environmental concern; and 2) The presence of containers containing hazardous materials observed throughout the property poses an environmental concern. A Phase II ESA was performed in March 2023 identified the presence of ACM and LBP in building materials in interior and exterior building components throughout the property. No lead, pesticides, volatile organic compounds (VOCs), or total petroleum hydrocarbons were identified in soil above any project screening levels. No VOCs were were identified in soil gas above any project screening levels. Recommendations regarding future use and steps forwards for the property include proper abatement of building materials containing ACM and LBP before any building renovation or demolition activities and should be performed in accordance with Pima County's Ambient Air Quality standards, Pima County Code Title 17 Section 17.16.530. In the interim, building materials should be inspected regularly to ensure they are not chipping, flaking, disintegrating, or otherwise becoming friable or more mobile.
