Additional Property Attributes

The property is located at 1127 Old Arcata Road in Arcata, Humboldt County, California and occupies 0.8 acres of land. The property includes a single building currently used for storage by the Arcata Fire Protection District. The property is fenced and includes a parking area just outside the fence on the western side of the property. A gate is also present on the western side of the property. The Site is bounded to the north by a creek or storm drainage area with fenced pastureland beyond, to the east by a residence, to the south by Anderson Lane with a residence beyond, and to the west by Old Arcata Road with residences and small farms beyond. Based on historical aerial photographs, the property was developed with the current on-site building since at least 1941, the year of the earliest available aerial photograph of the property. Little is known of the property prior to 1961 except that the owner, used the property as an automobile repair garage. Cal-Kirk Landscaping, purchased the property in 1961 and operated an industrial landscaping company providing services such as hydroseeding and erosion control until 1992. During its ownership, Cal-Kirk Landscaping used the current on-site building as an office; a septic tank and associated drain field was located just east of the building and was in use until 1990. From approximately 1961 to 1993, a shed used for minor vehicle repairs was located at the northeast corner of the property but has since been removed. Based on aerial photographs, the shed was removed sometime between 1993 and 2005. In addition, from 1961 to 1993, a concrete pad that supported two 500-gallon aboveground storage tanks (ASTs) for gasoline and diesel fuel was located approximately 3 feet to the south of the former shed. The ASTs were removed via forklift in 1990 by Cal-Kirk Landscaping. The Arcata Fire Protection District, has owned the property since 1992. The City of Arcata is the Targeted Brownfields Assessment (TBA) Applicant and the Arcata Fire Protection District is the Co-Applicant. The Co-Applicant has an interest in rezoning and selling the property. Future use of the property is undetermined; however, the property may be rezoned for low-density residential use. A Phase I Environmental Site Assessment (ESA) was performed in July 2023 and identified the following three recognized environmental conditions (RECs): 1) Based on the year of construction of the current on-site building (before 1941), lead-based paint (LBP) was possibly used during initial external construction, including possible lead contamination in soil along roof drip lines is a REC to the property; 2) Prior presence of ASTs as well as a confirmed diesel fuel spill on the property is a REC; and 3) Historical use of glyphosate and potential use of other herbicides at the property is a REC. In addition, the following three environmental concerns were identified at the property: 1) Based on the year of construction of the current Site building (before 1941), asbestos-containing material (ACM) was possibly used during initial construction on internal and external surfaces, LBP was possibly used during initial construction on internal walls and other internal painted surfaces, caulk containing polychlorinated biphenyls (PCBs) was possibly used during initial construction of windows and doors; 2) During the initial site visit, evidence of past moisture was observed inside the building on walls and rafters and suggests the possible presence of mold; and 3) The existence of the septic tank and associated drain field. A Phase II ESA was performed in July 2023 and identified the presence of ACM and LBP in building materials and lead in soils exceeding project screening levels on the property. No other contaminants were identified in building materials, soils, or groundwater at the property.
