Additional Property Attributes

The property is located at 750 H Street in Wasco, Kern County, California and occupies approximately 24 acres 24 acres of land in an industrial/rural area. The property is currently vacant and includes 97 residential buildings, seven support buildings (three storage buildings, two daycares, one laundry, and one office/maintenance building) and two car ports. All on-site buildings exhibit evidence of significant vandalism and periodic occupation by trespassers since the former farm worker housing complex was vacated in 2019. The property is bounded to the north, south, and west by industrial properties, and to the east by agricultural properties. Prior to development as a farm worker housing complex, the property was vacant and hosted no structures. A 1937 historical aerial photograph represents the first known use of the property to grow row crops while the surrounding properties were orchards or other agricultural-use properties. Subsequent aerial photographs indicate the majority of the farm worker housing complex was built between 1942 and 1956, with continued development until approximately 1973. The configuration of on-site buildings depicted on the 1973 historical aerial photograph appears consistent with current on-site conditions. The adjacent properties to the east of the property were still being used for agriculture, including orchards, during the initial site visit in January 2022. The City of Wasco Housing Authority is the Targeted Brownfields Assessment (TBA) Applicant and the City of Wasco is the owner of the property. The Applicant has an interest in redeveloping the property for industrial use. A Phase I Environmental Site Assessment (ESA) was performed in May 2023 and identified the following four recognized environmental conditions (RECs): 1) Based on the year the farm worker housing complex was constructed (late 1940s to early 1950s), lead-based paint (LBP) was possibly used during initial construction. The possible presence of lead contamination in the soil along roof drip lines from externally applied LBP is a REC for the property; 2) The property was used to cultivate row crops and possibly as an orchard for fruit and nuts before development as a residential housing complex in the late 1940s to early 1950s. Pesticide and herbicide applications to row crops and in orchards can lead to accumulation of persistent contaminants, specifically arsenic and organochlorine pesticides (OCPs). The possible presence of persistent pesticides in the soil is a REC for the property; 3) During an asbestos survey performed in February 2021, five debris piles were observed containing cementitious "transite" water pipes, which were confirmed to contain asbestos. The possible asbestos contamination of surface soils at the observed debris pile locations is a REC for the property; and 4) An unlabeled 55-gallon drum with corrosion around the top and bottom may have leaked its contents to the soils located east of the Office/Maintenance Building. The possible presence of contamination in surface soils around the corroded drum is a REC for the property. In addition, the following two environmental concerns were identified for the property: 1) During an asbestos survey performed in February 2021, asbestos-containing material (ACM) was identified inside all on-site buildings, excluding the Office/Maintenance Building. Several materials found positive for ACM included joint compound associated with drywall systems, transite roof vent pipes, roofing materials, vinyl floor tiles and associated mastics, and cementitious "transite" pipes and pipe debris. The presence of ACM inside the buildings is an environmental concern for the property; and 2) Based on the year the farm worker housing complex was constructed (late 1940s to early 1950s), polychlorinated biphenyl (PCB)-containing caulk and LBP were possibly used during initial construction.
