Additional Property Attributes

The 32-acre industrial property encompasses one parcel and consists of approximately 14 structures. From 1905 to 1985, the property was used as a sugar beet processing factory. The Great Western Sugar Company operated the Sterling facility from 1967 to 1985. The main factory and related buildings have been abandoned since 1985. Western Sugar Co-Op used the warehouse, sugar silos and other parts of the facility until approximately 2004. The property is currently owned by Sterling Rail, LLC and is used for commodity and materials storage.
In June 2022, the Logan County Economic Development Corporation applied for a TBA Phase I and Phase II ESA through the EPA Region 8 Brownfields program. Between July 2022 though July 2023, START performed three assessments at the property in cooperation with CDPHE, including (1) a Phase I ESA, (2) a Phase II hazardous building material survey (HBMS), and (3) a visual inventory of containers on the property.
The Phase I ESA report was completed in December 2022. The Phase I identified multiple RECs, VECs, and BERs, and recommended performing a Phase II for the property. Between September 2022 and July 2023, START conducted activities related to the Phase II HBMS and container inventory at the property. During these activities, START identified the following findings for the property: (1) asbestos-containing materials are present in multiple structures; (2) positive LBP paint was detected on interior and exterior components of multiple structures; (3) lead was detected above the EPA RSL for lead in industrial soil (800 mg/kg) in surface soil samples collected from within the drip-line of two structures on the property; and (4) suspect PCB-containing equipment with potential leaks were identified on the property.
In October 2023, a Sampling and Analysis Plan was prepared for a fourth assessment a Phase II ESA soil and groundwater investigation. The Phase II soil and groundwater sampling event occurred during November 2023 and the report was completed in March 2024. During these Phase II activities, START identified the following findings for the property: (1) total petroleum hydrocarbon - oil-range organics (TPH-ORO) was detected above the Colorado Tier 1 RBSL for TPH in soil (500 mg/kg) in a soil sample collected near the southwest exterior wall of the main factory building (MFB); and (2) arsenic was detected above the EPA RSL for arsenic in industrial soil (3 mg/kg) in approximately half of the soil samples. All of the arsenic exceedances were within the range of regional background levels for Colorado soil (3 to 19 mg/kg).
The anticipated future use of the property is redevelopment for continued industrial use, including rail transloading activities, commodity warehousing and distribution, and potential manufacturing.
