Additional Property Attributes

The subject property consists of a 5,935-square-foot, one-story, multi-family residential building constructed in 1947 on an approximately 0.41-acre parcel. Based on review of historical topographical maps, the subject property has been in a residentially developed area of Denver since as early as 1890. There is no evidence of structures on the subject property until 1947, when the subject property was developed with the existing residential building observed during site reconnaissance. Site reconnaissance was conducted on October 23, 2023. At the time of site reconnaissance, six of the nine units were occupied and inaccessible.
The TBA Phase I ESA identified the lack of information for a historical cleaner at 8216 East Colfax Avenue (upgradient of the subject property) as a recognized environmental condition (REC) and vapor encroachment condition (VEC). The former cleaner appears to have operated from sometime after 1951 (when it was vacant) to sometime between 1961 and 1966; however, no additional information was found. To address the REC and VEC, the Phase I report recommended performing a Phase II ESA to investigate potential vapor intrusion pathways, or installing a vapor mitigation system.
ECLT purchased the subject property in November 2023. The residential units will continue to be used as affordable rental housing. After approximately one and a half years, ECLT plans to partner with a developer to redevelop the property with new affordable residential houses.
