Additional Property Attributes

Former Use: The property is a wedge-shaped lot. The entire property is currently zoned as General Commercial (C-2) district. All structures and materials associated with any former operations, other than fencing, have been removed years ago and the property is a fenced vacant lot. The western portion of the property is below the grade of surrounding property. There is a below grade drainage gully on the western part of the property along the Richmond Parkway on-ramp. The property is mostly surrounded by bhina-linked fences that are in moderate to poor conditions (the fences are breached at several locations). The fence along Vernon Ave between Filbert and York Sts is set back approximately 15 feet from Vernon Ave. This area is used as an off-street parking area by the community. Based on historic documents and photographs the western portion of the property appears to have been at the edge of historic wetland areas that were to west and southwest of the property. Development began first for the areas to the north, east and south, while the property itself remained totally undeveloped until the late 1940s. Historic photographs suggest that the property western areas were being filled with imported soil. An automotive salvage yard or similar facility was located on a 1/2 acre property lot off of Vernon Avenue. The facility operated from the late 1940s until the 1960s. From the 1960s to the late 1980s the property was unused and not developed. In the 1980s, the property was used as storage yards for construction equipment and construction soil. Based upon title search information, the property has been owned by various financial and property management institutions between 1961 and 1994. The property was purchased by the City of Richmond in 1994 as part of the Richmond Parkway project. The property as been unused as a commercial property since the mid-1990s.
