Additional Property Attributes

Phase II soil and ground water sampling activities were conducted at the Property between 1986 and 1997. Dioxins and furans(PCDDs/PCDFs) were detected in some soil samples. The risks associated with inhalation, oral, and dermal exposures to the detected PCDD/PCDFs were calculated to be 10-7 to 10-12 based on a 1997 risk assessment. The cumulative risk for all three pathways was calculated to be 10-7. According to the report, these estimated cancer risks were significantly lower than acceptable criteria outlined by both USEPA and OEPA, and therefore, no remediation activities were deemed necessary. Additionally, none of the results of the soil sample analyses exceeded USEPA CERCLIS or RCRA clean up levels for dioxins of 1.0 parts per billion (ppb).

Former Use: The Property is west of the City of Urbana and about 1.5 miles east of the Mad River. Specifically, the Property is situated in the area bounded by Millerstown Road on the north, Norwood Avenue and Edgewood Avenue on the east, and agricultural fields on the south and west. The Property is located in a primarily mixed land use area that includes agricultural and residential properties, with some interspersed industry in areas to the east and southeast. The Property is mostly open land with grasses and overgrown vegetation, and is within the northern (upstream) end of the Dugan�s Run watershed, a small flowing tributary of the Mad River. The Property is currently vacant and unused. Previously, the Property was a wastewater spray field operated and managed by the Neenah Paper Company, Fox River Paper Company and Howard Paper Mills from 1965 to 2007. The spray field was used for the disposal of wash water from the fine paper manufacturing at the paper mill. The Property was privately owned and used as agricultural land until converted to a spray field for Howard Paper in 1964. Dorothy Johnson, a private owner, sold the Property to the Howard Paper Company in 1987. Following the acquisition of a new company, Howard Paper Mills became Howard Paper Group in 1989. In 1991 the Property was sold by the Howard Paper Group to the Fox River Paper Company. In 2007, Neenah Paper Company acquired Fox River Paper Company in a merger.
