NH DES Improving Wetland Protection in New Hampshire
Project Description
New Hampshire's wetlands protection strategies continue to evolve recognizing both the need to balance economic development with environmental impacts on aquatic resources. The program follows the Federal criteria of avoid, minimize and then mitigate for unavoidable impacts and accomplishes this through a strong compensatory mitigation program. Decisions on permit applications and compliance issues need to be timely and appropriate. NH DES proposes to improve the process of reviewing projects with impacts to aquatic resources by implementing streamlined measures and tighter management controls to facilitate a quicker turnaround time and stricter procedures for tracking impacts proposed in new applications. DES continues to improve procedures to streamline permitting decisions and through the collaboration with other state agencies, timely, consistent, and technically appropriate decisions wil be reached. Some measures in place that wil continue to provide a guide as to the success of the existing wetland protection program include: Implementation of time frames to be met by staff that review applications with the goal of improving total turnaround time; Development of clear application procedures for specific types of smaller projects with changes in staff resources for review; Prioritization and development of follow up procedures to resolve enforcement cases to further reduce case backlog; and Improvements to overall customer service including public outreach sessions and the development of joint educational programs for more coordinated communication effort with applicants. The NH DES Wetlands program proposes to improve the process by which staff acquires status distribution, trend and other baseline data needed to develop strategies for conserving and restoring wetlands and wetland habitats at risk. The following three specific items are proposed to further the NH DES wetlands program in developing and utilizing information for program improvement. The importance of these measures wil serve to allow applicants the opportunity to more readily obtain information so important wetland resources may be avoided, incorporate more up-to-date information for the review of applications, and to provide better planning for long-term conservation of aquatic resources in New Hampshire.
